[Latin debentur are owing or due, 3rd person pl. pres. indic. pass. of debere owe, occurring as the first word of a certificate of indebtedness: final syll. assim. to -URE.]
A voucher issued in the royal household or by government enabling the recipient to claim the sum due for goods or services rendered. arch. LME.
b. A certificate authorizing the repayment of import duty on goods which are re-exported. M17.

A certificate of a loan made to the government. E18-E19.
