German diplomat.

After entering the diplomatic service (1899), he represented Germany in London and Cairo before serving as ambassador to the U.S. (1908-17). During World War I he worked to facilitate mediation of the conflict with Woodrow Wilson but did not receive the support he expected from authorities in Berlin. He served as chairman of the German League of Nations Union until 1933, when he went into exile in Geneva.
